Cost of buying congress

Can someone please explain what this means: "A congress is different from a president (Westminster System of Government) in that legislative initiative is vested into it."

Parliamentary Systems

When a national legislature is referred to as a "Congress" does that necessarily refer to a presidential system? In other words, is the term "Congress" necessarily distinct from the term "Parliament"? If so, it should be the first thing mentioned in this article. If not, this article should be deleted and replaced with a disambiguation page. The generic term would then be "legislature" not "Congress." Bostoner (talk) 03:28, 21 March 2011 (UTC)[reply]

Future/scope of this article

I have reverted the bold removal of virtually all the content. Such established articles merit discussion first. Please offer arguments in this section. The article is, admittedly, a mess and something does need to be done. My preferred action would be a move to List of congresses with a definition of scope and the consequential significant editing. An alternative would be to cut down into List of political congresses, for example, if having all congresses together is considered too broad in scope.
