Welcome from the Southern Hemisphere! I work with a woman who hails from Wisconsin. Doubtless we will see you improving Wisconsin if nothing else. I suspect the answer to your question on Wikipedia talk:Wikipedians/Wisconsin can be found in the project page history. But you're right about the county pages not being used much if at all; and they seem to be subpages of .../Wikipedians rather than .../Wikipedians/Wisconsin, so I foresee problems.
